What is a data controller?

Data controller

A data controller is the organisation that decides why and how personal data is processed, which under Ghana's Data Protection Act, 2012 (Act 843) includes a church keeping a membership register.

Religious belief is special personal data under the Act. A church should collect only what it needs, keep it secure, and be able to show a member what it holds about them. The Data Protection Commission expects data controllers to register with it.
